Supervisory Mobility Transportation Specialist

Department Administration and Development Manages VAMC Transportation and VAMC Transportation Drivers/Motor Vehicle Operators; providing safe and reliable Transportation to Veterans who require assistance traveling to and from VA healthcare facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Beneficiary Travel Manages the Medical Center's Veterans Transportation Department services under the Chief, Health Administration Service (HAS) within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple Departments related to Transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.). Fleet Management Responsible for the management and execution of the VAMC Fleet. This includes managing the use of GSA and VA owned vehicles, used by general staff as well as specific programmatic areas such as Home-Based Primary Care, MICHM, Vet Center's, CBOC's, etc. Works closely with the Service Chiefs of programmatic areas to determine GSA and fleet needs during utilization fluctuation Workforce and Position Utilization Provides guidance and assistance to the Chief of HAS and staff on all personnel issues pertaining to VAMC Transportation; communicates, interprets and advises on federal and agency personnel policies, regulations and procedures directly related to the Transportation of Veterans (OSHA, Environmental Safety Standards pertaining to driver medical exams, etc.). Budgetary and Financial Management Analysis Manages Medical Center Transportation budgets, analyzes organizational budgets, and provides advice and recommendations to Chief, Health Administration Service. Monitors budget allocation and execution to ensure that operating Department objectives are met. Performance Improvement Departments Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of Departments or operations in meeting established goals and objectives. Manages the Medical Center Transportation Section quality assurance Programs. Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement program related to the Medical Center's patient Transportation Section. Supervisory Duties Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes and evaluates employees' performance. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization that focuses on the administering, supervising, and performing work involved in establishing and maintaining a Transportation Service. Examples of specialized experience would typically include, but are not limited to:
Successful administering of a program that improves the access to local transportation for a community. Supervision of employees to include performance and personnel management. Extensive experience monitoring the use and rate of expenditure of budgeted funds. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree. OR 3 Full years of progressively higher level graduate education leading to such a degree. OR LL.M,. if related in a major field of study which provided the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree. NOTE:
