Supervisory Logistics Management Specialist (Chief of Logistics)

The CSCO serves as a critical member of the VA Health Care System (VA HCS) leadership team and reports directly to the Deputy Medical Center Director (or equivalent), and Executive in the VA HCS.
Responsible for providing expert technical and analytical advice to the Medical Center Director, Deputy/Associate Director(s), and the Chief of Staff respectively in matters relating to all acquisitions, logistics and supply chain matters.
Coordinates communication within the logistics community, within network, between networks, and between agencies.
Other duties include but are not limited to the following:
Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area.
Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements.
Oversees, guides, manages and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations.
Directs the supply chain, to include budget projections and execution for logistics programs and contracts, utilizing and understating of the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical, and administrative operations.
Establishes policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices and initiatives, including six sigma and lean management.
Oversees all activities involved in providing needed logistics support, to include capital asset planning, strategic sourcing or commodities through vehicles such as Medical/Surgical Prime Vendor and contracts and other contract vehicles.

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program.
Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures.
At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors.

Physical Requirements:
Work is mainly sedentary.
Travel to other VA SNHCS sites is necessary.
There will be walking, standing, bending, carrying/traveling with items such as, files; and at times a laptop.
