Exercises considerable independence in performing recruitment and placement tasks involved in filling a variety of Title 5 clerical, administrative, technician, semi-skilled wage grade Hybrid title 38, Title 39 positions. Analyze vacant positions to establish the knowledge, skills, and abilities required for effective work performance. Determines and utilizes recruitment sources known to produce qualified candidates. Create, maintain, and close Vacancy Announcement Folders. Advises selecting officials on hiring procedures and requirements. Assist applicants with application procedures and requirements and updates them on the status of positions. Evaluate applications and qualifies applicants against staffing and qualification requirements. Ensure pre-employment physicals and random drug screens are schedules, and completed. Conducts the Recruitment and Placement section of new employee orientation. Assist the HR Specialist in determining pay and preparing standard memorandums for setting pay. Processes a ful range of personnel actions using a variety of databases and software applications including E-OPF, USA Stafing, WebHR, HR Smart. Other duties as prescribed. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

One year of specialized experience equivalent to at least the GS- 4 level in Federal service. Specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. include previous experience working in a human resources office as a clerk or assistant where you performed duties such as answering questions and advising applicants of job opportunities, explaining application procedures, and providing administrative assistance to a human resources professional. -OR- GS-5 Education:

Applicants may also combine education and experience to qualify at the GS-05 level. You must have an equivalent combination of post-high school education (beyond the 2nd year) and specialized experience that may be used to meet the total experience requirements. NOTE:

Typically we would find this experience in work within the field of Human Resources or a field that is closely related to the work of this position, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties as a Human Resources Assistant at the developmental level. Specialized experience would include previous experience working in a human resources office as a clerk or assistant where you performed duties such as answering questions and advising applicants of job opportunities, explaining application procedures, providing administrative assistance to a human resource professional, posting job vacancies, conducting some recruiting activities under the direction of a human resources professional, and reviewing application packages for completeness. -OR- GS-6 Education:
6 months of graduate education that is directly related to the work of this position. Qualified Typist:
Ability to type 40 words per minute using electric typewriters and personal computers (applicants must ensure that they indicate their typing in the questionnaire or they will not be considered for this position).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Work is mostly sedentary with some movement to transport files weighing no more than 25 pounds. Bending and stooping is required for maintenance of files/records. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
