Motor Vehicle Operator Supervisor

Responsible for the proper operation, maintenance and reporting requirements for all vehicles assigned to VA Southern Nevada Healthcare System (VASNHS) and serves as the single individual responsible for maintaining vehicle fleet records. Responsible for the efficient operation of the mail program at all VANSHS locations. The mail program consists of receiving, sorting and delivery of all mail from both internal and external sources in a timely manner, along with ensuring all outgoing mail is assigned proper postage and delivered to the USPS on a daily basis. Responsible for insuring that both user and contracted maintenance is accomplished on both mail and reproduction equipment located within the unit. Responsible for assigning priorities to reproduction work order requests, ensuring sufficient equipment/materials are on hand, quality control of completed work orders and ensuring work orders are completed within requested time frames. Will also perform the same duties as the motor vehicle operators. These duties include but are not limited to transporting of patients and employees, delivery and pick up of a variety of materials in the local area, processing both incoming and outgoing mail, operating/maintaining reproduction equipment and computer processing. Direct supervisor of one (1.0) Motor Vehicle Operator (MVO), WG-5703-05, eight (8.0) MVO, WG-5703-06 and three (3.0) MVO-WG-07. Assigns, directs, and reviews the work of subordinates, and evaluates their work performance; develops work improvement plans, schedules, and coordinates work operations; solves problems related to the work supervised; determines material, equipment, and facilities needed; explains and gains the support of subordinates for management policies and goals (for example, cost reduction); works to achieve the objectives of Government-wide programs and policies, e.g., labor management relations and equal employment opportunity; provides advice and counsel to workers related to work and administrative matters; deals with employees and union representatives on employee suggestions, complaints, grievances, and other matters, sometimes including labor management contract negotiations; effects disciplinary measures as appropriate to the authority delegated in this area. Plan for enough amounts of personnel, equipment and material to meet changes in workload. Coordinate with personnel from the other activities, both internal and external, to identify and resolve problems that affect vehicle operations, the flow of mail and reproduction support provided the organization. Incumbent must be able to update and maintain motor vehicle fleet maintenance records. Complete shuttle van statistic monthly reports JAW station policy 136-21. Facilitate guides to motor vehicle safety training materials. Vehicle Accident reports and claims for injury. Complete mail activity monthly reports and sends to Veterans Health Administration (VHA) mail manager. Incumbent must possess knowledge on maintaining Fund Control Point (FCP) 088 and 788 for the mail management program. Incumbent must have working knowledge on handling incoming VA mail from the United States Postal Service (USPS) in accordance with USPS Regulations, VA Regulations and Station Policy. Accepting United Parcel Service (UPS) and Federal Express (FED EX) and Airborne Express items for the VA which may include materials which are hazardous and/or require immediate refrigeration and must be alert to any special handling needs. Driver License Requirement:
Incumbent must possess a valid Nevada Class C driver's license. Current medical certificate must be maintained to provide ultimate mission support. Physical Requirements:
Incumbent performs work on hard surfaces and in work areas that require long periods of standing, stooping, bending and work in tiring and uncomfortable positions. Incumbent will be required to push, pull, lift and carry supplies that weighs 50 pounds or more, picking up and delivering mail, pushing heavy mail carts, carrying mail sacks and boxes and transporting records or equipment to off premises locations is required. Working Conditions:
Incumbent will work both inside and outside. Inside work may be accomplished in areas that are hot, cold, and noisy. Outside work may be accomplished in inclement weather in such areas as open docks and storage yards. Work may be dirty, dusty and greasy. Incumbent is frequently exposed to the possibility of cuts, scrapes, bruises, falls and injury from mechanical equipment and motor vehicle operations and equipment through congested areas, exercising caution when loading and unloading. Incumbent must possess knowledge of safety rules and regulations, Nevada State laws, and other posted rules for operating motor vehicles. Exhibits defensive driving skills in the operation of all VASNHS fleet vehicles. Knowledge of the Las Vegas Metropolitan area and surrounding communities on order to determine the shortest/safest routes when picking up and delivering patients, VASNHS personnel, supplies, x-rays, medical records, etc. The incumbent must be able, to determine alternate routes to various locations in the event of inclement weather, road construction, or disaster. Possess knowledge of the operation of all VASNHS sites and the Michael O'Callaghan Federal Hospital on Nellis AFB in order to anticipate routine trips which must be accomplished on a daily basis.
