Personnel Security Specialist

Monitors the effectiveness and efficiency of program operations, and compliance with applicable regulations. Perform the full range of tasks associated with establishing, maintaining, and enforcing all regulations related to Personnel Suitability and Security. Responsible for adjudication process of all National Agency Checks with Written Inquires (NACIs), Special Agreement Checks (SACs) with Issues, and Minimum Background Investigation (MBI) and Background Investigation (BI) referrals from VA Security and Investigations Center (VASIC) security clearances with regard to suitability issues. Provides technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matters pertaining to e-QIP. Rreviews SF 85s, OF 306s, and other e-QIP documents for completeness prior to submission to the e-QIP Approver or OPM. Ensure that prospective appointee's Special Agreement Check (SAC) has been completed and favorably adjudicated prior to the entry-on-duty (EOD) date. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
apply security policy, procedures, systems, and programs involving the loyalty and reliability of people. Determine the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. Review, evaluate, and adjudicate reports of investigations, personnel files, and other records to determine whether to grant, revoke, suspend, or restrict security clearances. Interview applicants to resolve questions concerning derogatory information developed in the investigation. Plan for improvements in the facility personnel security program. Monitor the effectiveness and efficiency of the program operations, and compliance with applicable regulations. Provide authoritative information and assistance to organization officials. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Physical Requirements:
The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with travel to and attendance at meetings and conferences away from the work site. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort or ability is required to perform the work. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
