Health System Specialist (Group Practice Manager)

Supports high quality, accessible, cost effective health care services. Ensures a high quality patient experience for the Veteran, by acting on feedback from the Veteran, his or her family and/or significant others, facility employees, expert clinical staff and the ACOD/GPM. Provides data, reports and assistance to the ACOD/GPM in their work in development of strategic plans for the facility as it relates to access to care. Measures and provides recommendations with an emphasis on improving clinical product line performance. Provides access related consultative services. Review and provide input on regulations and policies for local interpretation, utilizing local group practice management and communication strategies. Reviews and evaluates assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal. Incorporate best practices to help improve patient access to care and that standards are met within assigned services. Supports the local clinic management system based on national requirements. Propose improvements regarding national training curriculum for onboarding and sustainment activities. Works with Veteran Experience Officers to evaluate patient and family concerns regarding the access to services needed. Implement process improvement that support frontline employees in providing predictable, consistent and comfortable customer service experiences for Veterans. Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies. Incorporate process improvement based upon knowledge of VHA's and local organizational philosophy, policies and management principles. Works independently with personnel at the facility, CBOCs, etc., to implement local, national and VISN standards. Assists clinic managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care. Works closely with clinic managers to formulate budget recommendations for all outpatient clinical services. Provides administrative program advice for ambulatory care clinical support services. Implement established action plans that will enable clinical grids to accurately reflect supply. Promote effective communication and optimal information flow within the clinics. Establish and maintain good relations with various groups and organizations, including other medical centers, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must have one full year of specialized experience equivalent to at least the next lower grade (GS-11) that equipped you with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the duties of this position. Examples of Specialized experience are:
Knowledge of analytical/evaluative methods for development and management.Knowledge of national administrative laws, policies, regulations applicable to the administration. Knowledge in a wide variety of computer and data management packages and VA databases. Skills to plan, organize and lead teams and implement recommendations where conflicting goals may exist. Knowledge of Federal government policies, regulations and trends in the areas of management systems. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is primarily sedentary and usually accomplished while seated at a desk. The position may require extensive walking per day to meet with the facility managers and other clinic personnel. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Position is often faced with changing priorities and with meeting deadlines. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle.
