Provide leadership and direction to ensure that Fire Protection Services including Alarm Control Center Operations are performed IAW NFPA, DODI and Air Force Directives. Coordinates and interfaces with customer to ensure that Protective Services requirements are met. Meet and exceed customer expectations among fire protection and dispatch personnel at 3 geographically separated fire stations. Manage and direct administrative operations and services of the Protective Services Department, which may include training/hazmat disaster preparation. Oversee and monitor for compliance, the operational Shift Captains, Training Captains and Dispatch personnel in the performance of their duties during emergency situations. Participate in and direct the inspection and maintenance of fire fighting vehicles and mounted equipment. Manage the administration of in-place union contracts.
Provide administrative and operational oversight of duties and responsibilities for the department's Shift and Training Captains as well as Dispatch personnel. Provide direct day-to-day supervision of activities, to include: ensure completion of all monthly contract requirements and evaluate their performance; ensure personnel receive appropriate ancillary training in fire prevention, safety and firefighting skills; ensure personnel maintain a high level of knowledge of Fire and Life Safety Standards; coordinate with company QA Auditors to conduct internal audits to monitor department processes. Responsible for the oversight of equipment testing and inspection programs.
Ensure the professional and technical development of assigned Captains. Conduct performance evaluations, and develop and implement individual development plans, as deemed appropriate. Provide direct and specific feedback regarding accomplishments and areas needing improvement.
Ability to apply management and leadership techniques that will ensure fire protection IAWs NFPA, DoDI and AF standards applied throughout the range.
Has successfully demonstrated the ability to manage and lead an employee dynamic workforce that exceeds customer's expectations.
Develop, implement and maintain Fire Department goals, objectives, policies and priorities for appropriate areas; ensure that established goals and priorities are achieved.
Supervises all activities of the fire stations: emergency operations, assignment of regular schedules and duties, administering of disciplinary action, supervising of equipment maintenance and inspection. Ensures that all of these activities are conducted in compliance with established Departmental Operating Instructions.
Manage the Alarm Center Operation to ensure it is staffed 24 hours a day, 7 days a week. Ensure that Alarm Center Operators are trained to properly operate all equipment and utilize all alarm room checklists and reference materials. Ensure that the Alarm Center Operators dispatch personnel and equipment perform in accordance with established Fire Department Operating Instructions and checklists in accordance with the CSOW.
Prepare clear and concise administrative and financial reports; analyze and evaluate new and existing service delivery methods and standard operating procedures; Make adjustments to standard operating procedures and operational checklists, in concert with the customer, as appropriate. Establish and maintain effective working relationships.
Represent the Fire Department to other departments, divisions and organizations; coordinate departmental activities with other divisions/organizations.
Stay current on issues relative to the fields of Resources Management and Protective Services and relative service delivery responsibilities.
Ensures that all Firefighters participate in all types of training including the following:
Use of fire trucks and all equipment.
Inspection of buildings for fire hazards.
Methods of combating fires, including advanced firefighting techniques.
First aid and resuscitation.
Conducts and supervises public education in basic policies of fire prevention.
Prepares and keeps records and reports as required by the fire chief.
Prepares and oversees the preparation of personnel requisitions, interview questions/answers, recruiting and screening.
Oversees the selection, training and evaluation programs for all Fire Department personnel; provide or coordinate staff training; identify staff deficiencies.
Provides recommendations and coordinates the administration of grievances and disciplinary actions under the direction of the Site Manager. Conducts counseling of employees. Execute discipline and/or termination procedures.
Applies advanced technical knowledge to solve complex problems.
Has significant experience in the development and implementation of union contracts.
Performs all other related duties as required.

Minimum
Qualifications:
Education
Bachelor's degree or equivalent education and experience.
Experience
Protective Services experience with knowledge of Fire, Security and/or Emergency Resource Management Dispatch Center operations with alarm center responsibilities. Knowledge of logistics/supply and Fire Prevention preferred.
Minimum of ten year's experience as a Protective Services employee with a minimum of 5 years of leadership experience that clearly demonstrates the ability to manage/lead key functions of an organization, i.e., develop employee leadership/management skills and abilities, develop and implement personnel safety and training programs that build and sustain a competent work force. The ability to foster and maintain a harmonious work environment and working relationship amongst assigned staff and the customer. Models and ensures appropriate workplace behavior that reflects PAE values and the CSOW.
Clearance Must be able to maintain a Top Secret clearance with site access to all work locations.
